Just log in to the website and go to the Downloads-Tab in your Account page. Every Major software version you have access to will be listed Substance Designer 4 included and can be downloaded legally.

Some mod authors provide links to old versions and some mods which can be found from civfanatics forum might have links to different versions in that forum. Steam workshop has no support for reverting back to old version of the mod, once the mod is updated, you can't revert back.

Your best change to get old version is to ask a direct download link from the mod author or try to find it from elsewhere in the net, if it's a common mod from know mod author with a large userbase.
