OR I am not getting your question. Regarding using tags, I have used JSTL as well as struts tag just to adjust them in application so that they can be part of it. Many of us will get benefit from it.

Is there anyway to tell what are all the jar files should i include update when i change update a jar file. If i add struts2-core Struts tags are not working. I got similar problem I solved it using JarJar. What you have to do is to repackage all the hibernate and its supporting jars in to one jar.
